Position: Professional Recruiter

Reports to: Franchisee/Manager

FLSA Status: Exempt

Principal Accountabilities of the Position

  1. Increase sales/job orders by making regular personal and telephone contacts with accounts and prospects, developing a network within a selected business niche.
  2. Recruit professionals for both direct hire and contract staffing positions.
  3. Negotiate fees and conditions of employment between clients and candidates.
  4. Prepare candidates and clients for the selection process.
  5. Maintain current account information records, prepare all reports, and provide feedback to administrative personnel on a timely basis.
  6. Meet required levels of activity and ratios/goals set for business success.
  7. Exercise expense control to conform to the office budget.

Role of the Professional Recruiter

The Express Professional Recruiter is expected to develop an in-depth understanding of their selected business niche, becoming an authority and networking extensively in their area of expertise. The Express business niches are:

  • Accounting/Financial
  • Information Technology
  • Engineering/Manufacturing/Technical
  • Healthcare
  • Human Resources
  • Sales/Marketing
  • Scientific

The successful Express Recruiter will use specialty publications, organizations, and the Internet to develop a network and gather information that can be used to make sales calls, including information on the following:

  • Current trends in the staffing industry and their specific niche
  • Job order opportunities and prospective client companies
  • Recruiting Sources
  • Current and predicted business conditions

The Professional recruiter is expected to spend time equally in the core business areas of: Recruiting, Marketing, Job Order/Matching, Application, Quality, and Management.

A variety of skills is necessary in order to become and remain a successful Express Professional Recruiter. Among these are:

  • Skills in selling and a willingness to further develop those skills.
  • Ability to manage time.
  • Ability to identify and reach decision-makers.
  • Excellent communication skills.
  • Administrative skills (record keeping, report preparation, etc.).

Essential Functions

  1. Establish New Business Accounts

1.     

    • Develops and maintains reliable sources of information that provide timely and accurate data about new business opportunities.
    • Analyzes the niche market for prospects and recruiting sources.
    • Conducts prescribed number of sales and recruiting calls, obtaining information about prospects’ businesses, decision makers, and new business opportunities.
    • Conducts follow-up calls as necessary.
    • Prepares and presents sales proposals and Most Placeable Candidates (MPC) to prospective client decision maker(s).
    • Obtains and transmits client credit history to Express Services, Inc. for approval for contract staffing clients.
  1. Expand and Maintain Existing Client Accounts

1.     

    • Develops and maintains client goodwill by making regular sales/service calls.
    • Educates clients concerning expanding Express services and staffing strategies applicable to client-specific needs.
    • Advises clients about employment law, niche business developments, and employment trends.
    • Creates and maintains client confidence by sharing relevant information about Express capabilities, professionalism, and expertise in human resource management.
    • Engages relevant Express specialists in solving client issues and concerns.
    • Obtains referrals to potential client decision-makers and potential Express candidates.
  1. Expand the Express Presence in the Community and Specific Business Niche

1.     

    • Joins and actively participates in approved civic and professional organizations to develop personal skills and contacts for future business relationships.
    • Represents Express at local job fairs, community services projects, and career days.
    • Speaks to various potential recruiting and networking sources.
  1. Other Sales Support Activity

1.     

    • Establishes and maintains records of all sales calls.
    • Communicates with internal staff daily concerning client-pertinent information such as contacts, associate usage, required skills, office and plant equipment, and any necessary follow-up activity.
    • Provides Franchisee or manager with observations, opinions, and client suggestions about service improvements and greater business opportunities.
    • Analyzes individual accounts to determine potential business and prepares monthly, quarterly, and annual forecasts.
    • Observes, evaluates, and reports activities of competitors, and provides recommendations to revise marketing strategy.
    • Advises appropriate internal staff member about client problems and develops account-specific marketing plans.

Other Duties

  • Completes weekly and monthly reports on activity, expenses, results, programs, etc.
  • Maintains a current mailing list of all clients and prospects in territory.
  • Sends out associates to client accounts when necessary.
  • Attends required meetings, conferences, and training sessions, some of which may involve out-of-town and overnight travel.
  • Other duties and projects as assigned.

Supervisor Responsibility

  • Supervises Research Assistant where applicable.
  • Provides administrative supervision of Express Professional Associates.

Working Conditions and Physical Requirements

  • Primary activities are conducted within a well-lit, climate-controlled office.
  • Occasional trips to client locations require travel and potential exposure to unpleasant weather conditions.*
  • Ability to sit for extended periods of time and possess the normal range of body motion.
  • Must be able to work effectively under the stress of multiple daily deadlines and commitments.
  • Occasional out-of-town trips may be required to attend special events and training sessions.

* Must maintain a valid state driver’s license.

Minimum Education

Business or technical Bachelor’s/Associates degree preferred. Significant, successful sales/recruiting experience may be substituted for the bachelor’s degree.

Knowledge and Skills

  • Should have a thorough knowledge of temporary and full-time placement policies and operations as well as basic math skills used in pricing techniques and strategies.
  • Must have thorough knowledge of applicability of relevant employment laws and regulations including the Fair Labor Standards Act, Title VII of the 1964 Civil Rights Act, Americans with Disabilities Act, Equal Pay Act, Pregnancy Discrimination Act, and the Family and Medical Leave Act.
  • Should understand and be able to communicate the co-employment relationship and its implications on the multitude of employment laws and workplace regulations.
  • Should have basic computer skills and the ability to compose routine correspondence and detailed reports.
  • Should possess or develop a thorough understanding of Internet search capabilities and Internet recruiting techniques.
  • Should understand and be able to apply effective human relations and problem-solving principles to the co-employment relationship.
  • Should have or develop negotiating skills and a thorough understanding of clients’ hiring practices.
  • Must be able to effectively speak before groups.
