Job Title: Civil Legal Specialist

Schedule: Monday - Friday 8:00am - 5:00pm

Description/Requirements:

Under general direction performs difficult and complex specialized legal duties which include procedural, legal office support, and financial tasks that require substantive knowledge related to Juvenile Dependency, Probate and/or litigation matters; provides specialized program consultation; and performs related work as required.

 

This specialist class in the County Counsel's office performs highly complex duties within prescribed laws, local rules of court, and policies affecting area of assignment. Incumbents perform with a high degree of independence and discretion where specialized, complex technical legal knowledge is applied. Assignments are subject to general review by a staff attorney.

This classification is distinguished from the class of Legal Secretary II Confidential by its overall responsibility for a specific area of assignment.

 

Responsibilities:

  • Researches, gathers and organizes all information necessary to complete petitions for temporary and permanent conservatorships, special needs trusts, and for the administration of decedent estates.
  • Assists public and private conservators and public guardians in all stages of temporary and permanent conservatorship appointments, renewals, dismissals, terminations, and medical treatment processes, including preparing necessary legal documents.
  • Reviews the adequacy and sufficiency of documents prior to setting matters for hearings.
  • Prepares accountings and inventories of expenditures, assets and appraisals.
  • Acts as liaison, provides information, and explains procedures to governmental agencies, conservatees, families, and the public involved in probate/LPS matters.
  • Independently compiles and prepares forms, documents, pleadings, correspondence, citations, and subpoenas for review and signature by staff attorneys.
  • Interacts with Judges and court personnel, including obtaining authorization and signatures.
  • Develops and maintains accurate and efficient files and diary calendar systems for hearings, trials, mediation and renewals.
  • Coordinates responses for Public Record Act requests.

Knowledge of:

  • Applicable codes, law, policies and procedures related to assignment.
  • Legal office terminology and documents related to assignment.
  • Legal research methods.
  • Business management techniques used in evaluating and preparing complex financial records; office accounting methods and techniques.
  • Concepts involved in real and personal property transactions, wills, insurance policies, deeds, and contracts.

Ability to:

  • Analyze and apply pertinent provisions of relevant legislative codes, procedures and policies.
  • Gather and analyze factual and evidentiary information and data; accurately prepare legal documents and correspondence.
  • Prepare and understand estate financial accounts and other financial and statistical reports.
  • Plan and organize work to meet statutory requirements and deadlines.
  • Establish and maintain effective working relationships with attorneys, conservatees and their families/relatives, members of the public, and various governmental representatives.
  • Use discretion and tact in dealing with people in stressful, emergency, or difficult personal situations.
  • Communicate effectively both verbally and in writing.
  • Keep detailed and accurate records.
