Job Full Description
The position is responsible for financial management, accounting operations, billing, compliance tracking, and office coordination functions for a public-sector entity. Responsibilities include, but are not limited to:
Financial Management & Accounting
- Manage all financial activities using approved accounting systems
- Prepare monthly, quarterly, and annual financial statements
- Monitor expenditures and maintain budget controls
- Lead annual budget preparation and support long-term financial planning
- Coordinate and support the annual audit process, including preparation of schedules and documentation
- Maintain accurate general ledger and financial records in accordance with governmental accounting standards
- Prepare and process all deposits, disbursements, and reconciliations
Billing, Collections & Revenue Management
- Administer billing processes, including preparation and distribution of annual statements
- Record, track, and reconcile all payments (online and manual)
- Maintain daily transaction records and payment confirmations
- Monitor and follow up on delinquent accounts
- Manage collection processes, including liens and releases as necessary
- Communicate with customers regarding billing, payments, and account status
Financial Compliance & Reporting
- Ensure compliance with all applicable financial regulations and reporting requirements
- Prepare and submit required financial filings and reports
- Maintain documentation supporting audits, regulatory reviews, and internal controls
- Track financial aspects of permits, fees, and related obligations
- Support implementation and maintenance of financial policies and procedures
Contract & Expenditure Oversight
- Review invoices, contracts, and payment requests for accuracy and compliance
- Track project and operational expenditures against approved budgets
- Assist in procurement processes, including bid documentation and financial evaluation
- Monitor contractor billing and payment schedules
Office & Administrative Accounting Support
- Maintain financial and customer records, databases, and documentation systems
- Support preparation of financial reports and materials for leadership and board review
- Coordinate with auditors, consultants, and financial professionals
- Assist with regulatory filings, documentation, and recordkeeping requirements
- Provide general office coordination related to financial operations and compliance
Data & Systems Management
- Maintain and update financial, customer, and asset-related databases
- Ensure accuracy and integrity of accounting and billing systems
- Generate reports and provide data analysis to support financial decision-making
Qualifications
- Experience in accounting, finance, or public-sector financial management
- Strong knowledge of financial reporting, budgeting, and audits
- Experience with accounting software and financial systems
- Knowledge of billing, collections, and revenue tracking processes
- Strong organizational, analytical, and communication skills
- Ability to manage multiple priorities independently
