Program Manager – Housing & Support Services
Location: Salem, OR | Pay: $36/hour | Full-time | Flexible | On-site
Express Employment Professionals is seeking a Program Manager to oversee housing and support services programs serving clients of all ages, including high-risk and vulnerable populations. This role includes supervising staff, managing operations, ensuring compliance, and maintaining community partnerships.
Minimum Qualifications

Six years of experience in social, community, healthcare, education, or public-facing services; one year of program management preferred

Two years of supervisory experience preferred
-
Experience with diverse, high-risk populations preferred
Key Responsibilities
-
Manage programs and staff (15–20 employees)
-
Oversee reporting, data collection, and compliance
-
Provide crisis intervention, advocacy, and support for clients

Develop policies, procedures, and program materials
-
Facilitate staff meetings and trainings
Skills & Abilities
-
Highly client-focused, caring, and calm under pressure

Strong planning, organization, and communication skills

Proficient in Microsoft Word, Excel, Outlook, and online tools
Requirements

Valid driver’s license and insured vehicle

Pass background and drug/alcohol screenings

Complete required trainings within 30 days
