Program Manager – Housing & Support Services
Location: Salem, OR
Pay: $36/hour
Schedule: Tuesday–Saturday, 8:00 AM–4:30 PM
Type: Full-time | On-site
Duration: Temporary (30–60 days) with possible evaluation to hire
Position Overview
Express Employment Professionals is seeking a Program Manager to oversee housing and support services programs serving clients of all ages, including high-risk and vulnerable populations. This role is responsible for supervising staff, managing daily operations, ensuring compliance, and maintaining strong community partnerships.
Minimum Qualifications

Six years of experience in social, community, healthcare, education, or public-facing services; one year of program management preferred

Two years of supervisory experience preferred
-
Experience working with diverse, high-risk populations preferred
Key Responsibilities
-
Manage programs and supervise 15–20 employees
-
Oversee reporting, data collection, and compliance requirements

Provide crisis intervention, advocacy, and client support

Develop and maintain policies, procedures, and program materials

Facilitate staff meetings and trainings
Skills & Abilities
-
Client-focused, compassionate, and calm under pressure

Strong planning, organizational, and communication skills

Proficient in Microsoft Word, Excel, Outlook, and online tools
Requirements

Valid driver’s license and insured vehicle

Ability to pass background and drug/alcohol screenings

Completion of required trainings within 30 days
