We’re seeking a seasoned Construction VP to lead the delivery of complex horizontal infrastructure projects supporting a large-scale private development for our client in Germantown, MD. This role is focused on managing master developer-led improvements for future commercial, campus, and residential development parcels. Annual budgets range from $50M–$500M.
Key Responsibilities:
- Lead end-to-end project delivery: planning, budgeting, scheduling, contracting, construction, and reporting.
- Act as Owner’s Representative, overseeing civil infrastructure including grading, utilities, structures, and roadway systems.
- Manage contractor and consultant teams, agency coordination, and internal stakeholder communication.
- Maintain accountability for milestone-based infrastructure projects from concept through completion.
Experience Required:
- 15+ years managing horizontal civil infrastructure projects in a public/private setting.
- Proven experience with master-planned, mixed-use, or campus-style developments.
- Background with general contractors and demonstrated success acting on behalf of the project owner.
- In-tract residential infrastructure experience a plus; strong preference for candidates with both private and public civil works exposure.
- Comfortable operating in a lean, multi-hat environment.

Technical Knowledge:
- BS/MS in Civil Engineering, Construction Management, or related field.
- High proficiency in Microsoft Excel and Project; familiarity with Procore, CAD/BIM, Primavera, Bluebeam, and Yardi is a plus.
- Solid understanding of civil construction plans, technical specifications, local codes, and regulatory frameworks.
Less-Aligned Backgrounds (But Will Consider):
- Candidates with only contractor-side experience looking to transition to Owner's side.
- Vertical construction managers with limited infrastructure oversight.
- Solely public-sector experience (e.g., DOT or utility agencies) without private sector exposure.
- Professionals from large corporate structures with limited cross-functional accountability.
