Position Overview
Express is recruiting for a dedicated and detail-oriented Compliance Associate with experience in prevailing wage compliance at both the State (DIR) and Federal (Davis-Bacon) levels. This role is vital in ensuring that projects funded through CDBG, HOME, and other HUD or state/federal sources remain in full regulatory compliance, with accurate and timely reporting.

This position works closely with the Project Compliance Manager, Compliance Team, contractors, agencies, and stakeholders to review labor standards compliance, manage documentation workflows, conduct monitoring, and provide general support to compliance leadership.

Key Responsibilities

Prevailing Wage Compliance Oversight

  • Monitor compliance with state and federal labor standards on public works and affordable housing projects

  • Review Certified Payroll Reports (CPRs) for accuracy and completeness

  • Verify wage classifications, apprenticeship requirements, and fringe benefits

Monitoring & Documentation

  • Conduct on-site labor interviews and prepare documentation in compliance with HUD and DIR guidelines

  • Maintain audit-ready records and compliance logs for each project

  • Support labor standards monitoring visits and assist in preparing findings or corrective actions

Regulatory Reporting

  • Submit HUD Form 4710, DIR forms, and other required regulatory reports

  • Track contractor and subcontractor registrations with DIR and ensure timely eCPR submissions

  • Implement and report on Section 3 HUD Compliance where applicable

Client & Team Collaboration

  • Coordinate with internal project managers and grant specialists to align compliance tasks with overall program timelines

Qualifications

Required:

  • Minimum 3 years of direct experience with prevailing wage compliance (Federal Davis-Bacon and California DIR)

  • Excellent organizational and analytical skills

  • Proficient in Microsoft Office Suite (Excel, Word, Outlook) and Adobe

  • Strong written and verbal communication skills

  • Ability to work independently and collaboratively

Preferred:

  • Experience working with local government agencies or consulting environments

  • Familiarity with compliance software such as LCPtracker, Elation Systems, etc.

  • Working knowledge of HUD labor standards and California Public Works regulations
