We are partnering with BestCare in the search for a dynamic and visionary Chief Workforce Officer (CWO) to join our executive team and lead the transformation of our human resources function into a strategic driver of organizational excellence. This senior leader will oversee all aspects of workforce strategy, talent development, HR operations, organizational culture, and change management across our behavioral health system.

BestCare Treatment Services, based in Redmond, Oregon, is a well-respected nonprofit mental health and substance use disorder treatment organization serving Central Oregon & Klamath County since 1997. Born from a partnership with local health systems and the county, it has grown into the region’s largest SUD provider, offering both residential and outpatient care across multiple communities, including Redmond, Bend, Madras, Prineville, and Klamath Falls

What You Get to Do!
As CWO, you will ensure that BestCare is staffed, structured, and supported to fulfill our mission of delivering compassionate, patient-centered care. You will champion leadership development, operational efficiency, and a workplace culture where all employees can thrive and adapt through change.
• Serve as a strategic advisor to the CEO and executive team on workforce planning, talent strategy, and organizational change.
• Develop and implement a multi-year workforce plan aligned with BestCare’s clinical and operational goals.
• Lead organizational change initiatives by applying structured methodologies (e.g., Kotter, ADKAR) to support successful adoption of workforce and cultural transformations.
• Integrate workforce priorities into care delivery models in collaboration with clinical and administrative leadership.
• Establish core competencies and behavioral standards for all levels of leadership to ensure accountability and consistency across programs.
• Oversee succession planning and internal leadership pipelines to support continuity and resilience.
Talent Management & Development
• Lead enterprise-wide initiatives in recruitment, onboarding, career progression, and leadership development.
• Design and implement structured leadership development programs, including an internal certification track, new manager onboarding, and minimum leadership standards.
• Promote a feedback-rich culture through structured processes.
• Standardize performance management practices across departments to ensure equity, accountability, and alignment with organizational goals.
• Partner with department leaders to identify skill gaps and deliver targeted training that supports both clinical and administrative excellence.
HR Operations & Systems Management
• Oversee all core HR functions, including talent acquisition, employee relations, compensation, benefits, compliance, and HRIS systems.
• Develop and maintain a centralized workforce dashboard to track key metrics (e.g., turnover, vacancies, time-to-hire, compliance).
• Standardize and continuously improve HR workflows and employee lifecycle processes (onboarding, offboarding, leave management) to ensure efficiency and consistency.
• Implement and manage a secure, digital employee file system to modernize recordkeeping and streamline access to HR data.
• Ensure compliance with all labor laws, healthcare regulations, and accreditation standards.
• Culture, Engagement & Equity
• Lead employee engagement strategies, wellness initiatives, and recognition programs that promote retention and psychological safety.
• Develop and champion an organizational culture framework that reflects BestCare’s values and expectations for behavior and collaboration.
• Establish real-time employee feedback loops (e.g., pulse surveys, open forums) to identify engagement trends and areas for improvement.
• Serve as executive sponsor for DEIB councils and employee resource groups, ensuring their impact is aligned with strategic priorities.
• Facilitate cross-functional culture-building initiatives such as retreats, team projects, and peer learning.
What You Will Bring…
• Bachelor’s degree in Human Resources, Business, Healthcare Administration, or related field. Master’s degree preferred.
• 10+ years of progressive HR leadership experience, including 5+ years in an executive or senior HR role
• Background in behavioral health, hospital, or outpatient service environments preferred
• SHRM-SCP, SPHR, or equivalent senior HR certification
• Proven ability to lead HR functions in a healthcare, nonprofit, or mission-driven organization
• Experience implementing or managing HRIS and digital personnel file systems
• Track record of driving organizational change and workforce transformation
