Position Summary

 

?? I.         POSITION PURPOSE

The purpose of the Human Resources Generalist is to provide a high level of support and accuracy in the Human Resources and Payroll functions, including payroll administration and reports, recruiting, orientation, processing employment changes, HRIS Management, benefits administration, employee recognition, volunteer coordination, leave administration, training, logistics coordination, ACA tracking and reporting, and employee policy and procedure communication.

?? II.        RELATIONSHIPS

 

The Human Resources Generalist reports to the Human Resources Manager and serves all Library District staff.  Works closely with Finance to ensure accurate and timely payroll processing. Responsible for establishing and maintaining professional working relations with library staff, applicants, volunteers, visitors and outside agencies, maintaining confidentiality. Provides excellent customer service demonstrating the ability to communicate effectively with people regardless of age, race, sexual orientation, ability level or background.

 

 

?? III.       PRIMARY DUTIES AND RESPONSIBILITIES

 

The incumbent will be responsible for human resources generalist and payroll functions. 

 

Provides support to the Human Resources Manager in daily HR activities which include recruiting, orientation, processing employment changes, HRIS Management, benefits administration, employee recognition, volunteer coordination, leave administration, training, logistics coordination, ACA tracking and reporting, and employee policy and procedure communication.

Assists with special projects in the HR department

Assists with processing workers compensation and leaves of absence.  Refers legal matters to the Human Resources Manager.

 

Administers the activities within the automated payroll system and associated tax processes, working with a third party payroll vendor.  Ensures that State and Federal payroll and withholdings taxes and other compliance reports are submitted on a quarterly and annual basis.  Works with the Chief Financial Officer and other finance staff to calculate and remit retirement, garnishment and flexible spending account withholding amounts. Prepares journal entries and related activities for payroll purposes.

 

Ensures proper deduction and processing of payroll and employee insurance benefits and other deductions.   Monitors general ledger account detail as it relates to payroll withholding, remittance and employee benefit costs.

 

Provides excellent customer service to library district employees by answering questions regarding pay, time off accruals, and withholdings.

 

Calculates cumulative cost of payroll changes relative to the annual budget.

Assists with preparation of annual salaries budget.

Reconciles and processes insurance benefit invoices and audits general ledger for benefits costs

Completes annual surveys relative to Human Resources.

Maintains motor vehicle driving records for insurance purposes.

 

Coordinates benefits administration:

  • Maintains accurate files and on-line benefits records for all benefits plans
  • Processes enrollments, terminations and changes to enrollments
  • Maintains and assembles benefits materials and conducts benefits information meetings
  • Assists employees with resolving benefits issues
  • Assists with administration of COBRA insurance benefits

 

 

Supports team efforts to maintain a safe and secure environment for customers and staff by maintaining awareness of surroundings and working in accordance with safety policies and procedures.

 

Participates in monthly department meetings, attends All Staff Development Days, and other training sessions as required to stay informed and current on changes to library policies and procedures and information pertinent to PCCLD.

 

Reads daily organizational communications from intranet, e-mail, newsletters, telecommunications and print.  Stays informed on all Library events throughout the District. Regularly accesses electronic time keeping system, personnel and payroll database and on-line work request system.

 

Qualifications

We are looking for candidates who demonstrate:

  • Education and Experience:  

    A Bachelor’s degree in Human Resources, Business Administration or a related field or PHR Certification is required.

    Three years of administrative work experience is required with at least one year in Human Resources. 

     

    Skills and Abilities:  

    • Strong computer skills including use of or ability to quickly learn all software programs used in Human Resources and Payroll including word processing, spreadsheets, presentations, email, internet, HRIS software, on-line benefits, electronic time keeping software, job boards and on-line application processes.
    • Ability to work with sensitive information and maintain strict confidentiality.
    • Knowledge of general Human Resource and payroll functions, policies, procedures and regulations; familiarity with FMLA, ADA, Worker’s Compensation and other absence procedures; excellent communication skills including the ability to respond diplomatically to complaints and difficult situations; detail oriented with demonstrated accuracy in editing, proofreading, data entry and basic math skills. Ability to function under flexible and changing conditions.
    • Knowledge of basic governmental accounting principles and applications with demonstrated knowledge of requirements and procedures for all payroll operations.
    • Excellent organizational skills with attention to detail.
