Legislative & Regulatory Outlook to Prepare for Next Year

As we approach a pivotal election year and a shifting legislative landscape, now is the time to equip your business with the knowledge and tools to stay ahead. Join us for Breakfast With Purpose, a high-impact morning of insight, strategy, and connection — designed to help you navigate what’s next.

Last year, we partnered with the Michigan Manufacturers Association (MMA) to successfully advocate for common-sense updates to the Earned Sick Time Act (ESTA) on behalf of our clients and West Michigan employers. With the MMA’s strong voice in Lansing, we’re committed to keeping you informed about any disruptive legislation, like ESTA, that could impact your business.

Join us on Tuesday, September 16 from 7:30am – 9:00am for breakfast and a powerful morning of insight and strategy presented by David Worthams, Director of Employment Policy at the Michigan Manufacturers Association & Commissioner at the Michigan Civil Rights Commission, who is a leading voice in workforce development and business advocacy.

This event offers a unique opportunity for business leaders, HR professionals, and decision-makers to gain critical insights that can directly impact workforce strategy, policy engagement, and long-term planning.

Topics Include:

  • The Going PRO Talent Fund: Learn about potential changes to the next funding cycle, the application process, and how employers can benefit from this powerful upskilling resource.
  • Your Voice in Lansing: Why your voice matters now more than ever, how your business can make a difference, and best practices for advocating at our capitol.
  • The 2026 Election Cycle: What’s at stake for Michigan businesses and how to prepare.
  • Legislative Outlook: While the details are still unfolding, we’ll look ahead at what’s on the horizon for businesses — including potential budget shifts, emerging risks and opportunities, and strategies to stay informed and adaptable in a changing environment.

Meet the Speaker

David Worthams

David Worthams

Director of Employment Policy, Michigan Manufacturers Association & Commissioner, Michigan Civil Rights Commission

Born in California and raised in Kalamazoo, MI, David Worthams considers himself a lifelong resident of Southwest Michigan.  Frankly, he cannot imagine a better place to live.

David has served as a Constituent Relations Director for former Congressman Nick Smith, as a policy advisor to former Michigan Speakers Rick Johnson and Craig DeRoche, as the Deputy Chief of Staff for Michigan State Senator Jud Gilbert, as a Legislative Associate for the Michigan Municipal League, and as the Vice President of Policy for the Michigan Bankers Association.  He currently is the Director of Employment Policy for the Michigan Manufacturers Association (representing over 1,700 members located across the state) leading MMA’s lobbying efforts in health care, talent development, and workplace policy before the Michigan Legislature.

In his spare time, David is very active in his community.  He served as the 69th President of JCI Kalamazoo (a.k.a. Kalamazoo Jaycees) before moving upward in the organization to serve as the 87th President of JCI Michigan (a.k.a. Michigan Jaycees) where he provided leadership training and support for over 3,500 community leaders aged 21- 40 throughout the state.

He has also served as a member of the Kalamazoo County Road Commission, serving a six-year term.  He was also appointed by Governor Rick Snyder to the Michigan Board of Real Estate Appraisers, and most recently, he was appointed by Governor Gretchen Whitmer to the Michigan Civil Rights Commission where he currently serves as their chairman. He also serves at St. Thomas More Student Parish as a lector, eucharistic minister, and as an altar server/master of ceremonies.

A proud Western Michigan University Bronco (where he earned his Bachelor of Arts in public administration) and a graduate of Kaplan University (where he earned his Master of Science in Legal Studies), David has been married to his wife Niki for over 25 years and has two children (Alex and Cristiana) and a very rambunctious chiweenie (Zabrina).
