Shelley Nilsen is the Owner of Express Employment Professionals in Eureka, California, serving employers throughout Humboldt, Del Norte, and Mendocino Counties. The local Express office has been locally owned and operated since opening in 2000, and Shelley has led the business since purchasing the franchise in 2014. Her focus is straightforward: helping employers build dependable teams while solving real workforce challenges in a practical, accountable way.
Shelley brings senior leadership experience across the non profit, public, and private sectors, with a career that spans workforce development, organizational leadership, and highly regulated environments. Prior to Express, she held senior leadership roles in private non profit organizations serving individuals with developmental disabilities, as well as with Humboldt County’s Department of Health & Human Services, with emphasis on behavioral health and child welfare. Across these roles, she built high performing teams, developed scalable programs, and led complex systems with a consistent focus on excellence, integrity, leadership, impact, and service—experience that translates directly into disciplined execution and sound decision making for business clients.
At Express, Shelley applies those principles to helping employers solve workforce challenges the right way. She focuses on workforce fit, risk management, and building long term partnerships rather than short term fixes, understanding that staffing decisions affect productivity, culture, and stability.
