Property Manager

Job Summary

The Property Manager is responsible for delivering high-quality service to residents and maintaining the overall success of assigned apartment communities. This role oversees daily property operations, leasing, compliance, financial performance, and regulatory requirements while ensuring adherence to HUD and other affordable housing program standards.

The Property Manager plays a critical role in maintaining occupancy, financial stability, regulatory compliance, and a safe, welcoming community environment.


Key Responsibilities

Operations & Administration

  • Establish and maintain regular office hours as approved by the Deputy Director of Property Management.

  • Ensure all leases and related documentation are accurately completed and entered into property management software in a timely manner.

  • Maintain compliant filing systems, including resident, applicant, accounting, vendor, and contract files (rent rolls, A/P checklists, A/R reports, move-ins/move-outs, etc.).

  • Maintain the Property Management Software database (Boston Post preferred).

Compliance & Regulatory Oversight

  • Ensure timely and accurate completion of HUD eligibility determinations, annual recertifications, and leasing activities.

  • Comply with HUD Section 8, HOME, LIHTC, Rural Development 515, and other applicable funding program regulations.

  • Prepare, submit, and reconcile monthly Section 8 HAP vouchers and other subsidy documentation.

  • Understand and comply with Fair Housing, landlord-tenant law, and other relevant state and federal regulations.

  • Prepare and execute legal actions in accordance with state law and RCAP Solutions guidelines.

Resident Relations & Retention

  • Respond promptly to resident complaints and grievances, enforcing occupancy rules as needed.

  • Develop and implement resident retention initiatives (resident events, newsletters, etc.).

  • Maintain excellent customer service and foster a safe, supportive environment.

  • Ensure distribution of company and community notices (weather, emergencies, etc.).

Financial & Occupancy Management

  • Achieve financial solvency by managing expenses and reducing rent delinquencies.

  • Maintain maximum occupancy through effective marketing, applicant screening, and retention strategies.

  • Collaborate with the Property Management team to improve divisional performance.

Property Oversight & Maintenance Coordination

  • Conduct pre-inspections, annual inspections, and oversee unit turnovers in coordination with the Maintenance Technician.

  • Inspect property regularly for safety hazards and needed repairs.

  • Ensure work orders are entered into the property management system and completed timely.

  • Respond to designated property emergencies to minimize liability.

  • Participate in non-restrictive on-call rotation after business hours when available.

Additional Responsibilities

  • Travel between properties as required.

  • Assist with special projects and provide support to other properties as directed.

Qualifications & Experience

  • Minimum of two (2) years of experience in affordable property management.

  • Working knowledge of Project-Based Section 8, Rural Development (515), LIHTC, HOME funding, EIV, and related programs.

  • Knowledge of landlord-tenant law and Fair Housing regulations.

  • Proven experience in resident retention and occupancy management.

  • Strong organizational, time management, and communication skills.

  • Exceptional attention to detail and ability to maintain confidentiality.

  • Ability to manage multiple priorities in a fast-paced environment.

  • Strong interpersonal skills and ability to collaborate with residents, staff, vendors, and stakeholders.

  • Proficiency in Microsoft Office (Word, Excel, Outlook); Boston Post software preferred.

  • Highly motivated self-starter who fosters an inclusive and positive work environment.


Education Requirements

  • High School Diploma or GED required.

  • Some college coursework preferred but not required.


Certifications & Licensure

  • Valid Massachusetts Driver’s License.

  • Insured and reliable vehicle for travel between properties.

  • Must have successfully earned the Assisted Multifamily Housing Manager (AHM) designation.


Supervisory Responsibilities

  • None


Working Conditions & Physical Requirements

  • Combination of office-based work and on-site property inspections.

  • Extended periods of sitting and computer use.

  • Frequent standing and walking throughout property grounds.

  • Regular bending, filing, and repetitive office tasks.

  • Ability to use office equipment and communication devices.

  • Occasionally lift 15–30 pounds.

  • Occasional travel throughout Massachusetts properties required.
