Job Full Description

Job Title: Utility Billing Clerk

PURPOSE: Provides financial clerical support within a City department, performing duties related to accounts receivable, cashiering, utility billing, and other financial functions. This position maintains financial and other data in manual or automated systems, prepares forms and correspondence, assists customers with documents, collects and receipts payments, and performs additional tasks as assigned. The wage is $28 an hour! 

DISTINGUISHING CHARACTERISTICS:

  • Financial Clerk I/II: Entry-level or trainee positions providing clerical financial support with routine tasks within defined parameters. Work is performed under close supervision with frequent review by a supervisor. Positions may advance to Financial Clerk II upon meeting required qualifications and demonstrating proficiency.

  • Senior Financial Clerk: Journey-level position with greater independence, handling complex financial clerical work and/or serving as a lead worker within a unit.

ESSENTIAL JOB FUNCTIONS:

  • Perform routine to moderately complex financial clerical tasks related to accounts receivable, utility customer service, and other financial duties.

  • Conduct cashiering duties, process customer utility payments, and update utility account information in automated systems.

  • Respond to customer inquiries regarding utility services, fees, and rates, providing information in person and over the phone.

  • Prepare and process water, sewer, electric, and internet billings, transfer automated meter reading data, and generate billing reports and statements.

  • Research and resolve discrepancies in financial data and account information.

  • Prepare deposits and balance cash as required, maintaining ledgers, registers, and journals.

  • Initiate accounting transfers and generate financial statements and statistical reports.

  • Draft and format routine documents, reports, spreadsheets, and correspondence.

  • Verify and process forms, ensuring completeness and accuracy.

  • Maintain organized filing systems, sort and file records, and handle mail distribution.

  • Uphold professional standards, demonstrating ethical behavior and commitment to diversity, inclusion, and equity.

  • Attend work regularly and on time, following all safety procedures.

KNOWLEDGE, SKILLS, AND ABILITIES:

Financial Clerk I/II:

  • Knowledge of English grammar, spelling, and punctuation.

  • Basic mathematics, including fractions and percentages.

  • Standard office procedures and equipment.

  • Common word processing, spreadsheet, and database software.

  • Basic bookkeeping principles.

  • Ability to perform clerical financial tasks accurately, follow directions, and use business software.

  • Strong communication and interpersonal skills.

Senior Financial Clerk (In addition to Financial Clerk I/II requirements):

  • Advanced knowledge of financial recordkeeping and modern office practices.

  • Understanding of departmental procedures, policies, and customer service principles.

  • Ability to exercise judgment, balance accounts, prepare statistical reports, and oversee clerical processes.

  • Experience in training and supervising employees.

PHYSICAL DEMANDS:

  • Frequent sitting, occasional bending or squatting.

  • Lifting up to 10 pounds frequently, up to 25 pounds occasionally.

  • Frequent use of vision for reading and close-up work.

  • Regular use of a keyboard, repetitive motion, writing, and grasping.

  • Frequent verbal communication and decision-making.

  • Occasional work alone, frequent public and coworker interaction.
