Job title:  Executive Director (Full-time)

The Opportunity Center of Owensboro is seeking a compassionate, visionary, and mission-driven leader to serve as our next Executive Director. For nearly 70 years, the Opportunity Center has been a cornerstone in the Owensboro community, dedicated to empowering individuals with developmental and intellectual disabilities. The Executive Director will play a critical role in advancing our mission, overseeing daily operations, leading strategic initiatives, cultivating partnerships, and ensuring that the people we serve continue to thrive in a supportive, inclusive environment. Key Responsibilities

Strategic and Organizational Leadership

      Design, develop, and implement long-term strategic plans in alignment with the Opportunity Center’s mission, vision, goals, and values.

      Collaborate closely with the Board of Directors, providing timely and accurate information, and actively partnering on strategic planning, implementation of organizational goals, and long-term sustainability initiatives.

     Foster and maintain strong partnerships with community organizations, funding sources, state agencies, and advocacy groups.

Program Oversight and Compliance

      Oversee day-to-day operations of all programs and services, ensuring they comply with all requirements outlined in 907 KAR 12:010.

      Monitor and ensure compliance with all Medicaid waiver, licensing, and administrative regulations.

Financial and Administrative Management

      Provide leadership in the development and execution of all fundraising strategies to support The Opportunity Center’s mission and long-term sustainability, including donor cultivation, major gifts, special events, corporate sponsorships, grant writing, and foundation relationships.

      Serve as the organization’s lead ambassador in building and maintaining strong relationships with current and prospective funders, community partners, and stakeholders to expand financial support.

      Take an active role in identifying funding opportunities, preparing grant applications, and reporting outcomes to funding agencies and donors.

      Ensure compliance with all financial policies and grant reporting requirements, and manage organizational resources effectively to meet current needs and support future growth.

Policy Development and Risk Management

      Develop, review, revise, and implement organizational policies and procedures in compliance with state regulations and industry standards.

Staff Leadership and Development

      Recruit, supervise, and develop a committed and skilled team.

      Conduct staff performance evaluations, promote a positive organizational culture, and ensure all personnel meet training and competency standards outlined in Section 3 of 907 KAR 12:010.

Required Qualifications

Education:

Bachelor’s degree or higher from an accredited institution; or be a Registered Nurse (RN).

Experience:

      Minimum of two (2) years of professional experience working with individuals with intellectual or developmental disabilities.

      Minimum of two (2) years of administrative leadership experience in a human services organization serving individuals with developmental disabilities, including:

      Development and oversight of agency budgets

      Policy and procedural development and implementation

      Employee supervision and performance management 

Regulatory Compliance:

Must meet all personnel and training requirements as outlined in 907 KAR 12:010 Section 3. Must meet applicable supervisory qualifications for any professional oversight duties required by the agency’s service offerings.

Work Environment

This position requires flexibility, visibility within the community, and availability to respond to emerging issues. Work is conducted in both office and program settings, with occasional travel.

Compensation & Benefits

Salary & Benefit Range: $65,000 – $80,000 annually, commensurate with experience and qualifications.
